Cogon Market, J.R. Borja Street, pedestrian crossing, pedestrians, traffic

A few days ago at Cogon Market. We were waiting for our driver to pick us up there. I noticed the closure of the central reservation on J.R. Borja Street from Gaisano to the corner of Captain Roa Street. If this is to prevent pedestrians from crossing, I can understand that. However, if the pedestrian crossing on the corner of Captain Roa Street is also closed and therefore people are made to walk through the motor traffic on the crossing, then I would like to understand the meaning.
Can anyone explain this to me?
